HIGHER EDUCATION REFORM EXPERTS

As a conclusion, for the Bologna signatory countries from the Ministerial Bologna Conference held in Bergen, Norway 2005, derived the obligation for establishment of national teams of promoters of the Bologna Process. The European Commission, in the framework of the new, Tempus IV phase of the programme (2007-2013), launched an initiative for support of National teams of Higher Education Reform Experts (promoters of the Bologna Process) in the Tempus partner countries.

Profile of Higher Education Reform Experts

The Higher Education Reform Experts scheme is a "peer-to-peer" exercise. Higher Education Reform Experts are professionals active in higher education advising their colleagues on how best to introduce reforms deriving from Lisbon and Bologna agenda. The Experts do not replace the work done by Ministries, Rectors Conferences, Quality Assurance Agencies, academic recognition centres, etc. They are embedded in the national higher education environment and cooperate closely with all relevant authorities.Profile of the members of the National Team of Higher Education Reform Experts

Tasks at national level

At the institutional level, Higher Education Reform Experts work on counselling and advising higher education institutions with regard to the introduction and implementation of the national and institutional Lisbon and Bologna strategy. In particular, they are providing assistance on the following three areas:

. Quality Assurance (internal and external)
. The Three Cycle System: curricular reform, national and European Qualification Frameworks (NQF/EQF), Tuning
. Recognition (ECTS, Diploma Supplement, Europass, Lisbon Recognition Convention)

Higher Education Reform Experts are actively involved in all kinds of promotional and awareness-raising activities.

Tasks at international scale

National institutions which have need of specific counselling or expertise which is not available from the National Higher Education Reform Team of its own country may, via the National Tempus Office, request advice or in-situ assistance from Higher Education Reform Experts of another country. From time to time the Commission may invite the national authorities to nominate Higher Education Reform Experts to design and deliver at international level training courses intended for other Experts who are actively involved in the promotion of Higher Education reforms in their own country. Such courses may be undertaken as plenary meetings involving members from all Higher Education Reform National Teams, or for specific groups of National Teams where synergies or logistics make such an approach preferable.

Call for proposals EAC/04/2008

The European Commission will organise a project representatives' meeting gathering grantholders and project coordinators (from the partner countries and the EU) who have received a Joint European Project, which was selected in reply to the call for proposals of 15 December 2006. The meeting will take place on 10-11 March 2008 in Brussels. Grantholders will receive an invitiation with all the necessary information. The overall aim of the meeting is to address the practical issues of grant management (rules, reporting requirements, financial management) and give hands-on advice. Erasmus Mundus 2009-2013 Guidelance

The Commission considers higher education as an important priority for its co-operation activities with the neighbouring countries and the countries within its wider vicinity. The Tempus programme, which is the longest-standing EU programme in this sector and which has a strong focus on institutional co-operation, is being continued for a new phase from 2007 to 2013.
